THE "Times" published on the 16th instant a telegram from Morrison, dated the 14th August, relative to Kinder's resignation, and two Parliamentary questions founded upon it have been put down for Tuesday next, the 20th instant, viz.:-

1. Inquiring as to the dismissal, without reference to Kinder, of the English principal of the Tongshan Engineering College, and suggesting the desirability of an inquiry in view of the fact that the maintenance of the college is provided for out of the earnings of the railway,

2. Inquiring what steps His Majesty's Government propose to take, in view of the British interests involved, to prevent the persistent violation of Article 6 of the loan contract of the 10th October, 1898, which is being committed in the dismissal of employés from the Chinese northern railways.

Please report your views by telegraph, and furnish me with your suggestions as to the replies which should be returned.
